Madeleine S. Campbell - General Counsel

Madeleine Campbell became the first General Counsel for the Professional Liability Fund on June 1, 2020.  Prior to that, Ms. Campbell had been serving as the PLF’s Director of Claims, after having originally joined the PLF in 2007 as a claims attorney.

Ms. Campbell, who is originally from Scotland, received her legal education at the University of British Columbia.  She was admitted to the Oregon State Bar in 1981 and was involved in defense litigation throughout her career in private practice in Portland, Oregon.

Ms. Campbell began her career in Portland as in-house counsel for Standard Insurance.  She later joined the firm of Bullivant Houser Bailey, where her practice concentrated on insurance coverage and insurance coverage litigation.  In 2000, Ms. Campbell joined the firm of Dunn Carney Allen Higgins & Tongue, where her practice focused on complex litigation, professional liability litigation, and insurance coverage.

While in private practice, Ms. Campbell was a member of the Defense Research Institute, served on the Oregon State Bar Unlawful Practice of Law Committee, the Local Professional Ethics Committee, and was a member of the Oregon State Bar House of Delegates.  During her career in private practice, she earned an AV peer rating in Martindale-Hubbell and wrote numerous articles in the area of insurance coverage law.

Ms. Campbell is currently a member of the Multnomah Bar Association, the Defense Research Institute, and the Oregon Association of Defense Counsel.
